The United States Congress was created in Article I of the Constitution, which established a bicameral legislative branch of the federal government. In 1789, when the Constitution was ratified, the First Congress convened, made up of the House of Representatives and the Senate. While seats in the House are apportioned to the state based on population, the Senate consisted of two Senators for each state.

The National Archives holds and provides access to records of the legislative branch through the Center for Legislative Archives. The collections include records from the House of Representatives, the Senate, joint committees, legislative commissions, legislative branch organizations, and special collections. Through its public outreach programs, the Center uses these historical records to promote a better understanding of Congress and the history of American representative government.
